CONCEPTUALISING THE TOBAGO INFORMATION TECHNOLOGY CENTRE
The Tobago Information Technology Centre located at Signal Hill, Tobago, was born out of a bold initiative to establish a Medical Transcription Unit on the island. Erected by the Tobago House of Assembly (THA) in 2003, this Unit was envisioned as a viable commercial undertaking by the THA to serve medical professionals both locally and internationally, by converting medical records from oral and written forms to an electronic document.
Five years later, in 2008, this enterprise attracted a partnership with the Gillette Group of Companies and the initial undertaking was expanded to include a Contact Centre in addition to the Medical Transcription Unit. Although this relationship was short-lived, the then Secretary of Finance and Enterprise Development, Councilor Dr. Anselm London, nurtured the growth and development of the 211 Contact Centre. Its mandate was to bring the government and the people closer together.
Although the initial mandate of the 211 Contact Centre was to serve as a non- emergency ‘one stop hub’ from which Tobagonians could obtain information on all Government Services, it soon became fully established as a 24-hour operation to accommodate calls of an emergency nature, ensuring that persons could access emergency services promptly and efficiently by simply dialing three digits, 211.
In 2010, our company expanded even further to include an online job search engine, the Employment Exchange Bureau (EXB) popularly known as “Tobago Jobs.” In this same year, our IT Literacy and Business Service Centres, formerly the IT Literacy and Community Walk-In Programme, was also established with over thirteen (13) Centres located throughout the island with the goal of establishing Centres in every community.
TITL also began providing Information Dissemination and Service Request Services to citizens served by the San Fernando City Corporation.
The company continued to grow and formed more partnerships which evolved into the provision of additional Business Process Outsourcing (BPO) Services including Contact Centre Support Services.
In 2018, we launched our Innovation Centre with the goal of providing internationally recognized ICT Professional Courses and Certification through the only Pearson VUE Testing Centre in Tobago.
As a business enterprise, TITL contributes to the development of the Human Resource Capital of Tobago by facilitating free internet access and Computer Literacy Training to residents as young as five (5) years old. Through our 211 Contact, we provide the public with 24-hour access to real time information and Emergency Service Providers (TTPS, TTFS, TEMA, and TEMS). We also facilitate a free Emergency Medical Alert System (EMAS) for the elderly and citizens with disabilities on the island of Tobago. The Emergency Messaging System (EMS) was created from a need to provide timely, vital and critical emergency information to residents in the event of a disaster.
